This project is a secular group to do what the congregation of Saint Andrew's-on-the-Mount had previously been doing (minus the worship).

Klusmeyer changes locks illegally; Sheriff returns keys to trustee

On Friday, November 7, 2008, at 2:36 pm, Kathryn Conant called 911 because W. Michie Klusmeyer had illegally had the locks changed at Saint Andrew's-on-the-Mount Church, Mountain Mission, 65 Mission Rd, Harpers Ferry, WV, and its Mountain Community Center at 58 Mission Rd. Klusmeyer was present in the basement of the Community Center with John Maxey, a community resident. Klusmeyer was ordered by Cpl. Sell of the Jefferson County Sheriff's Department and a deputy to change the locks back because he was not owner of record of the property. Klusmeyer turned over the keys to a trustee of Saint Andrew's-on-the-Mount, John E. Conant. It was reported that Klusmeyer, of Charleston, WV, was originally accompanied on the church property by Melanie McCarley, of Charles Town, and another man.

So...we weren't a parish, but an organized mission, but we were railroaded in any case.

Yesterday the vice chancellor of the Diocese of West Virginia gave me a copy of a letter dated 11 April 1994 in which the vestry of Saint Andrew's-on-the-Mount requested a change from parish to mission status. I had not seen this letter before. However, the Diocese had also failed to follow Canon 11 Section 5 which says they could have changed us to an unorganized mission IF we had failed to send a delegate to convention for 3 years or failed to pay our share for clergy. NOTHING ABOUT CLOSING. I informed them of this Friday evening.

The Diocese has done us wrong:

The Diocese of West Virginia refused to seat the delegate from Saint Andrew's-on-the-Mount on Friday, 24 October 2008.
On Saturday, 25 October, the Vice Chancellor ruled that a substitution for Resolution #4

Resolved, That the 131st Convention of the Diocese of West Virginia hereby rescinds the closing of Saint Andrew's-on-the-Mount Episcopal Church

could not be considered because the submitter had no standing in the convention. Delegate Robert DuBose moved to strike resolution #4 to recognize Saint Andrew's-on-the-Mount on the grounds that it was a main motion substantially the same as the refusal to seat the delegate. Hence no vote was taken. The vice chancellor then recommended the defeat of resolution #5 because it contained "five hurdles" that he said where was no chance of achieving. The resolution was defeated unanimously.

This was a real railroad job.

The Parish of Saint Andrew's-on-the-Mount Episcopal Church, Mountain Mission, WV, dedicated new banners bearing the Episcopal shield on Sunday morning, October 12, 2008, braving attempts by the Rt. Rev. W. Michie Klusmeyer, VII Bishop of the Episcopal Diocese of West Virginia, to dissolve the parish.

Kathryn Bailey Conant, lay delegate, and Preston Roush, alternate delegate, will arrive at the 131st Annual Convention of the Diocese of West Virginia at Lakeview Golf Resort and Spa on Cheat Lake near Morgantown, WV, on Friday morning, October 24, 2008 to claim their seats according to the Constitution and Canons of the Diocese of West Virginia. The convention will continue through Sunday, October 26, 2008.

Saint Andrew's-on-the-Mount sent in the required certification of its lay delegate and alternate delegate in July 2008 and registration forms for Conant and Roush in early September. The diocese is holding the check and has sent no acknowledgement of the registrations, normally sent to all clergy and lay delegates, alternates, and guests.

Kathryn Bailey Conant has two resolutions before the Annual Convention:

(Resolution 4) Continued recognition of the Parish of Saint Andrew's-on-the-Mount, Mountain Mission

(Resolution 5) Concerning: Cession of Territory to the Diocese of Virginia

[the area of West Virginia east of the Shenandoah River]

The hearings on the resolutions will take place at 8:30 pm on Friday, October 24, with voting scheduled for Saturday, October 25.

People of the parish have mailed a letter to all convention delegates, all supporting Resolution 4 and most supporting Resolution 5.

Going Forward Within the Episcopal Church to "Go Tell it on the Mountain"

Saint Andrew's-on-the-Mount Episcopal Parish has neither asked to leave the Episcopal Church nor close and continues holding Sunday services and serving the community daily through the Mountain Community Center.

Mountain Mission is an unincorporated community in Jefferson County, West Virginia, on the Blue Ridge just east of the Shenandoah River. The church of Saint Andrew's-on-the-Mount was built in 1889 and is on 20 acres of land, including a cemetery, rectory, and stone parish hall (Saint Andrew's Mountain Community Center) which was dedicated on October 1, 1904, by Bishop W. L. Gravatt. Recognized as an Episcopal parish since 1989, Saint Andrew's-on-the-Mount has for more than a century been a focal point for community activities for Mountain Mission and neighboring areas such as Mannings and Shannondale.

Parish made pariah

On March 3, 2008, the Rt. Rev. W. Michie Klusmeyer, Bishop of the Episcopal Diocese of West Virginia, based 300 miles away in Charleston, WV, curtly announced at a meeting of the Nelson Cluster of Episcopal Churches that he was "closing" Saint Andrew's-on-the-Mount as of July 1, 2008.

The Nelson Cluster dissolved on July 1, 2008. It comprised over the years seven congregations in Jefferson County: the parish of Saint Andrew's-on-the-Mount, Mountain Mission; and the missions of Saint Philip's, Charles Town; Grace, Middleway; Church of the Holy Spirit, Summit Point; Saint John's, Rippon; Saint Bartholomew's, Leetown; and Saint John's, Harpers Ferry.

The people of Saint Andrew's-on-the-Mount and over 100 friends and neighbors asked the bishop to reconsider his decision. A second service at 7 pm Sundays began in April, attendance at worship increased greatly, and the parish received pledges of contributions through the end of 2008 and is fiscally solvent. The bishop told the senior warden, "You're too late", and wrote to the parish that he was "unwilling to reconsider" his decision "to close St. Andrew's effective July 1, 2008" and stated that his financial officer and attorneys would "be working to transfer the title of the property back to the Trustees of the Diocese, as well as arranging for other legal necessities."

Since July 1, 2008, Bishop Klusmeyer and his staff returned monthly contributions from the parish, removed Saint Andrew's-on-the-Mount from its list of churches, claimed to insure the property as diocesan property, persuaded local supply clergy to decline to celebrate Holy Eucharist at Saint Andrew's-on-the-Mount, and refused to discuss reasons for these actions, which were taken contrary to the Constitution and Canons of the General Convention of the Episcopal Church and the Constitution and Canons of the Episcopal Diocese of West Virginia.

In Memoriam: Jessie Bunch Nowell

Our beloved member and friend, Jessie Nowell, died on 29 October 2007, nine days after her 100th birthday.

There will be a memorial service for her at 11:00 am on Saturday, 8 December 2007, at Saint Andrew's-on-the-Mount. There will be a memorial reception afterwards at the parish hall, the Mountain Community Center.

New Road to the Future

The Rev. Victor F. Lawson, Jr, has resigned as Missioner of the Nelson Regional Ministry and thus as Vicar of Saint Andrew's-on-the-Mount, effective 15 September 2007. He and Ruby have bought a house in Charles Town and are now moving out of the rectory.

We of Saint Andrew's-on-the-Mount are meeting as a vestry and with the Nelson Regional Ministry Council to determine our road to the future. We are open to any and all suggestions on how to structure our mission to Jefferson County, West Virginia, and the wider world.

The Nelson Regional Ministry Council will meet tomorrow, Saturday 25 August 2007 at 10:00 am at Saint John's, Rippon.

The Eastern Deanery Council will meet Sunday, 26 August 2007 at 2:00 pm at Trinity, Martinsburg.

Meeting about Nelson Cluster Regional Ministry

We are having a meeting today at the Holiday Inn in Martinsburg, WV, with the Rt. Rev. W. Michie Klusmeyer (Bishop Mike), the Ven. Faith Perrizo, and Debbie Short (canon for congregational development). Six churches are represented: Grace Church, Middleway; St John's, Rippon; St Philip's, Charles Town; St Bartholomew's, Leetown; St John's, Harpers Ferry; and St Andrew's-on-the-Mount, Mountain Mission.

We have discussed the fate of the bureaucratic creature called the Nelson Cluster Regional Ministry and charting our course and vision for each of our churches into the 21st century.

Please pray for the soul of Bill Auer, who died at home last night.
Bill had inoperable cancer and Alzheimer's. He had been a lay
eucharistic visitor from St James Roman Catholic Church in Charles
Town, WV, before he was under the care of the Hospice of the Eastern
Panhandle.

Bill's wife, Marian Auer, has been a vestry member and Clerk of the
Vestry and stalwart of the Altar Guild at St Andrew's on-the-Mount
Episcopal Church.

Their daughter, Lois, was here at St Andrew's on-the-Mount back when
I first came here (1987). She and Marian are gifted artists and Marian
did the drawing of St A's that appears above.

Their other daughters are Susan and Kate (Kathy).

The Auers live across the road from me and I am baking pastitsio now
to take over this afternoon.

I have only been here for eighteen years. Unexpected Actions in Congregational Meeting

Yesterday morning, in a surprise move, Bishop +Mike did not allow the congregation of Saint Andrew's on-the-Mount Episcopal Church to proceed with the election of Vestry members and other delegates. Instead, he appointed two remaining members, Marilyn Bartoes and Melinda Keuroglian, and Richard Keuroglian to a Bishop's Committee (or Committee in Lieu of a Vestry). Bishop +Mike said that the committee will serve for the next quarter initially and that he expects accountability from those he appoints.

Kate Conant was appointed a member of the Nelson Cluster (Regional Ministries) Pastoral Care team (with Victor+ Lawson and Georgia DuBose) and delegate to Diocesan Convention and Eastern Deanery and representative to the Nelson Cluster Council. No one agreed to be a second Council representative as of yet.

Bishop Mike's visitation and congregational meeting

On Sunday, December 11, 2005, at 11:00 am, we of Saint Andrew's on-the-Mount will complete our annual Congregational Meeting at which we will elect Vestry members and delegates to Cluster Council and Eastern Deanery and Diocesan Convention. Immediately after the meeting Bishop +Mike and Father Victor+ Lawson will celebrate Holy Eucharist Rite II and commission the new Vestry members and delegates. There will be a reception following the Eucharist.

We are part of the Nelson Cluster of Episcopal Churches.
